The Annual Report (AR) phase is where a full year of planning and monitoring activity is formalised into a structured, evidence-backed record. In MARLO, AR is the third phase of the annual cycle (after POWB and UpKeep). All data from planning and progress monitoring carries into AR pre-populated — coordinators focus on providing final evidence: uploaded artefacts, DOIs, dissemination records, and updated narrative fields. The AR phase produces two parallel outputs: the cluster-level record (owned by coordinators) and the program-wide synthesis (owned by PMU), both of which feed directly into donor reporting.

Confirm the AR phase is active

Check that the phase chip in the page header shows the current AR year (for example, AR 2025). If the chip shows a different phase, use the phase switcher to navigate to AR — but be aware that changes save into whichever phase is active.

Review and update the Project Description

Open the Description section. Confirm that the cluster narrative, objectives, and partner list still accurately reflect the year as it played out. Update any fields that changed significantly from plan to reality.

Complete deliverable reporting

Open the Deliverables section. For each deliverable:
  • Update the status to reflect its final state (completed, ongoing, cancelled).
  • Upload the deliverable artefact directly, or provide a DOI or repository link if the output has been formally published.
  • Record dissemination evidence: conferences, webinars, training events, or media coverage where the deliverable was presented.
  • Confirm or update the Open Access deposit — whether the output is accessible in CGSpace, a journal with open access, or another approved repository.
  • For deliverables with a DOI, MARLO can retrieve metadata from the CGSpace integration to pre-fill some fields.
Deliverables without an artefact upload, DOI, or dissemination record may be flagged as incomplete by QA reviewers. Confirm with your PMU which evidence types satisfy your program’s quality criteria.

Update OICR maturity

Open the OICRs section. For each Outcome Impact Case Report registered in your cluster:
  • Review the maturity classification and advance it if the outcome has progressed (maturity levels run 1–6, from initial evidence to widespread adoption).
  • Attach evidence supporting the updated maturity claim (policy documents, adoption data, partner endorsements).
  • Update the narrative description to reflect the year’s developments.

Update innovations

Open the Innovations section. Update each innovation’s Scaling Readiness score to reflect actual progress during the year. Add or update geographic and partner information as appropriate.

Complete AR synthesis sections

The Annual Report includes program-level synthesis sections that require coordinator input. Navigate to the relevant synthesis pages under Annual Report:
  • MELIA (Monitoring, Evaluation, Learning, and Impact Assessment) — enter or update learning and adaptive management reflections.
  • Governance — update institutional governance and oversight notes.
  • Communications — document key communications outputs and audience reach.
  • Cross-cutting issues — report on gender, youth, capacity development, and other cross-cutting dimensions.
Each synthesis section has required fields validated by MARLO before submission is accepted.

Review completeness and submit

Use the completeness indicator on the cluster summary page to confirm all required fields are filled. When ready, click Submit. The cluster status moves to Awaiting QA and reviewers are notified.
